The Grand Bay-Westfield Planning Advisory Committee Meeting was held Monday, October 6, 2003 in Room "A", 609 River Valley Drive.   Chairman, Larry Chapman conducted the meeting and called the meeting to order at 8:04 p.m.

Mel Steffens advised the Committee that he will not be able to attend the November 3, 2003 meeting.

7.  DEVELOPMENT OFFICER’S MEMO DATED OCTOBER 2, 2003  RE:  TERM EXPIRATIONS
“…moved by Ralph Stevens that the Planning Advisory Committee advise Council that the following three P.A.C. Members have terms due to expire on January 1, 2003:

James Evans                         Mel Steffens                         Ralph Stevens

and that the vacancies should be filled with (1) one-year term and (2) three-year terms so as to have as nearly as possible, one-third of the membership expire in any given year….”
 

 Seconded by Jim Burke.  Carried.
 

8.  (A) TOWN MANAGER’S MEMO DATED SEPTEMBR 16, 2003
(B) DEVELOPMENT OFFICER’S MEMO DATED SEPTEMBER 18, 2003

RE:  PAC BUDGET REQUEST FOR 2004

“…moved by Mel Steffens that the Planning Advisory Committee submit the following budget figure of $8,500.00 for expenses of the Committee for the year 2004 as per:

 Maximum Honorarium for P.A.C. Members $3,600.00
 Maximum Honorarium for P.A.C. Secretary $2,760.00
 Consultants, Legal Advice, etc.   $1,500.00
 Supplies and Expenses     $   640.00
 TOTAL       $8,500.00….”

 Seconded by James Evans.  Carried.
 

9.  ITEM TABLED SEPTEMBR 15, 2003
(A) RE:  DEVELOPMENT OFFICER’S REPORT DATED AUGUST 28, 2003,  APPLICATION FOR VARIANCE – WAYNE & JANE CRAIG – 24 BEVERLEY HILLS DRIVE
     (B) DEVELOPMENT OFFICER’S MEMO DATED SEPTEMBER 11,     2003

 There was no one in attendance regarding this Application.

 “…moved by Ralph Stevens that the Planning Advisory Committee grant the Request for Variance to the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 101, for the development of a single family dwelling at 24 Beverley Hills Drive, PID No. 30087464:

a) under Section 8.2.2.3 (d), for a variance of 3.75 m to reduce the front yard setback from 7.5 m to 3.75 m….”

Seconded by Jim Burke.  Carried.
 

10. DEVELOPMENT OFFICER’S REPORT DATED SEPTEMBER 30, 2003
RE:  APPLICATION FOR HOME OCCUPATION –
JODY KELLY – 16 COUNTRY CLUB DRIVE

There was one in attendance regarding this Application.

 “…moved by Jim Burke that the Planning Advisory Committee grant approval of the operation of a Dog Grooming Home Occupation (23 m²) to be located at 16 Country Club Drive, identified by PID No. 30100770 under provisions of section 5.4 of the Town’s Zoning By-law, subject to the following:

a) no boarding pets;
b) no retail sale of goods other than the grooming service;
c) limited to a maximum of three dogs at any one time….”

Seconded by Ralph Stevens.  Carried.
 

11.  ADJOURNMENT
Ralph Stevens moved to adjourn at 8:15 p.m.
 Seconded by Andy Shaw.  Carried.
