CALL TO ORDER
 
The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Monday, October 20, 2008 at 8:02 p.m. with Chairman, Ralph Stevens presiding.

2. RECORD OF ATTENDANCE
 
Members absent were Cllr. Bev Day and Ron Daigle.
 
Cllr. Brenda Murphy was in attendance acting as Council Liason.

Motion seconded by Jim Burke.  Carried.

3. PLANNING ADVISORY COMMITTEE MINUTES OF OCTOBER 6, 2008

4. REGULAR COUNCIL MINUTES OF SEPTEMBER 22, 2008 
 
“… moved by Cllr. Brenda Murphy to receive and file the September 22, 2008 Regular Council Minutes .…”
 
Seconded by Chyann Kirby.  Carried.

CHAIRMAN’S REMARKS
   
   Cllr. Brenda Murphy was welcomed.
* The Chairman requested that a letter received from M. Ross Sherwood received October 20, 2008 be added to the Agenda as Item # 9 (c).

     Seconded by Linda Estabrooks.  Carried.
     
* The Chairman requested that a letter received from Stephen Ekstrom dated October 20, 2008 be added to the Agenda as Item # 10 and that Adjournment be changed from Item # 10 to Item # 11.

8. APPLICATION FOR VARIANCE
RE:    BRENDA DONOVAN/DOUG CRAIN – 17 CRYSTAL CT.
(A)    DEVELOPMENT OFFICER’S REPORT DATED 0CT. 16, 2008
 
There was no one present speaking in favor of or against this Application.
 
 
    “…moved by Cllr. Brenda Murphy that the Planning Advisory Committee approve the following Variance to the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 101, for the construction of a single family home, to be located at 17 Crystal Court, PID No. 30144307:
 
a) under Section 8.2.2.3(e), grant a variance of 3.75 m to reduce the required Rear Yard Setback from 7.5 m to 3.75 m;
 
and also move that consideration for a reduced minimum floor area for developing a new dwelling on the subject property be denied….”
 
Seconded by Jim Burke.  Carried.

APPLICATION FOR DISCRETIONARY USE  
    RE:    JOE FLYNN/ WESTFIELD GOLF & COUNTRY CLUB INC.
(A)    DEVELOPMENT OFFICER’S REPORT DATED 0CT. 16, 2008
(B)    LETER FROM BARBARA SIMMS DATED OCT. 16, 2008
(C)    LETTER FROM M. ROSS SHERWOOD DATED OCT. 20, 2008 
 
    Mr. Joe Flynn, Board Member of the Westfield Golf & Country Club Inc. was present and advised the Committee of the following:
 
* the proposed building will a wooden structure 60 ft. x 30 ft. with green metal siding on the exterior and a pitched roof;
* there will be two garage doors, one on either side with a main door in the middle and no windows;
* the structure will be used for the storage of gas golf carts only, however, future plans are to replace them with electric carts;
* there will only be a minimum amount of gas and oil stored in each cart and no oil changed in the building;
* the carts in question are owned by the Golf Club and not individually owned;
* the building will be inspected on a daily basis;        
* the Golf Club is trying to clean up the property by removing the dumpsters and enclosing storage containers now on this site.
 
The following two residents were present stating their concerns.
 
 
(1) Gordon Simms –  79 Nerepis Road
     
Mr. Simms reiterated concerns as per Barbara Simms’ letter as follows:
 
* they are opposed to bulk storage of any petroleum products at this site;
* opposed to this structure becoming a junior club house during the summer months;
* when the building is erected, that proper finishing of the site be done to prevent any future erosion;
* they would object to the building being erected on any other site other than on the exact site where containers were located.
 
    (2)    Ashley Little – 19 Hillandale Drive
 
* his main concern is that the structure be confined to the usage for the storage of golf carts.
 
    Mr. Flynn stated that he would welcome restrictions put on stating for golf cart storage only.  
 
“…moved by Chyann Kirby that the Planning Advisory Committee approve the following request for Discretionary Use under the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 101, Section 12.1.2 to permit the construction of a 167 m² storage building, to be located as per submitted site plan at 8 Golf Club Road, PID No. 227439, for the exclusive use of golf cart storage…”
 
    Seconded by James Evans .  Carried.

10. LETTER FROM STEPHEN EKSTROM RECEIVED OCT. 20, 2008  
     
    “…moved by Chyann Kirby to receive and file letter received October 20, 2008 from Stephen Ekstrom….” 
 
Seconded by Linda Estabrooks.  Carried.
