The regular meeting of the Grand Bay-Westfield Planning Advisory
Committee was held Tuesday, April 22, 2003 in the Community Centrum, 609
River Valley Drive. Chairman, Larry Chapman conducted the meeting
and called the meeting to order at 7:05 p.m.

RE: PAC MEETINGS
A discussion was held regarding concerns the Committee Members had
regarding the regular absence of two Members due to work commitments.
The following motion was then made:
“…moved by James Evans that the Planning Advisory Committee make
Mayor and Council aware that of the six appointed PAC Members, we normally
operate with only the same four Members in attendance. Our concern
is that if one of the four Members who regularly attends is absent, we
would not have a Quorum, which would reflect poorly on PAC and Council….”
Motion seconded by Ralph Stevens. Carried.

DEVELOPMENT OFFICER’S REPORT DATED APRIL 16, 2003 |

RE: APPLICATION FOR TENTATIVE SUBDIVISION APPROVAL – JOSEPH
O’DONNELL, NEREPIS ROAD
Applicant, Joseph O’Donnell was present during the Open Session and
advised the Committee of the following:
-
he passed around an aerial photograph and pictures of the beach area;
-
he stated that these will be leased properties and that the Leasor can
put up any kind of structure in accordance with the covenant set out by
the Lease Agreement;
-
he advised that there will be legal documents drawn up and that at the
end of the leased period, there will be a buy-back according to the assessment
value at that time;
-
he owns approximately 200 acres;
-
he has no plans at this time for Phase 2, which would include
lots 5 & 6 with a 6 metre right-of-way down to the lake;
-
this area is protected under the Musquash Watershed and he has made
contact with the Department of the Environment.
The Chairman then stated to Mr. O’Donnell that this Application is before
PAC as he wishes to access other than on a Public Street, which goes against
the intent of the Municipalities Act for a development.
The following motion was then made:
“…moved by Mel Steffens that the Planning Advisory Committee
deny the Application for Tentative Subdivision for lot identified by PID
No. 00215814 accessed by PID Nos. 00151019, 00214783, 00476697, Joseph
O’Donnell Subdivision, as prepared by the Applicant and received on March
31, 2003….”
Motion seconded by Ralph Stevens. Carried.

DEVELOPMENT OFICER’S MEMO DATED APRIL 15, 2003 |

RE: WATERFRONT DEVELOPMENT PLAN
During the discussion, the Development Officer reported that now
that the Town has adopted the Waterfront Plan, a long-term development
plan will have the objective of completing Canada Trail/NB Trail through
the community. A joint application is being made to ACOA on behalf
of 5 municipalities (Oromocto, Gagetown, Cambridge Narrows, Hampton and
Grand Bay-Westfield) through the River Trails Network.
The following motion was then made:
“…moved by Ralph Stevens to receive and file Development Officer’s
Memo Dated April 15, 2003 Re: Waterfront Development Plan….”

DRAFT ZONING BY-LAW AMENDMENT, BY-LAW # 101A
During the discussion, the Development Officer advised that this
Draft Amendment was prepared to clarify the minimum size of a dwelling.
The following motion was then made:
“…moved by Ralph Stevens that the Planning Advisory Committee
recommends to Council to adopt the following amendment to the Town’s Zoning
By-law # 101, concerning the minimum width of a main structure in
a residential zone….”
Motion seconded by James Evans. Carried with two
nay votes (Cllr. Little & Mel Steffens).

RE: DRAFT SUB-DIVISION BY-LAW # 102
During the discussion, it was determined that the Members needed
more time to review the above Draft.
The following motion was then made:
“…moved by Ralph Stevens that PAC Table Draft Sub-division
By-law # 102 for the next meeting….”
Motion seconded by Mel Steffens. Carried.
