| The Grand Bay-Westfield Planning Advisory Committee meeting was
held Tuesday, September 2, 2003 in the Multi-purpose Room, 609 River Valley
Drive. Chairman, Larry Chapman conducted the meeting and called
the meeting to order at 8:11 p.m.

| RE: APPLICATION FOR VARIANCE – WAYNE & JANE CRAIG – 24
BEVERLEY HILLS DRIVE
(A) LETTERS RECEIVED FROM THE FOLLOWING NEIGHBOURS
Applicants, Wayne and Jane Craig were present and advised the Committee of the following:
i) Eric & Louise Johnson – 21 Beverley Hills Drive
ii) Kenneth Goodwin – 22 Beverley Hills Drive
Mr. Goodwin was present during the meeting and advised the Committee that after speaking with Mr. Craig, he is now in favor of this Application. iii) Greg & Lisa Collette – 23 Beverley Hills Drive
Mr. Collette was present during the meeting and stated that upon speaking with Mr.Craig, all his concerns were addressed and he is in favor of this Application. The Committee expressed to Mr. and Mrs. Craig that they also had concerns with regard to parking and snow removal and feel that more information is needed before a decision can be made. The following motion was then made: “…moved by Ralph Stevens that the Planning Advisory Committee Table the Requests for Variance to the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 101, for the development of a single family dwelling at 24 Beverley Hills Drive, PID No. 30087464: a) under section 8.2.1.3 (d), for a variance of 5.5 m to reduce the front yard setback from 7.5 m to 2.0 m; until such time as the Applicant can provide more detailed information on the proposed house design and the property can be marked accordingly for the Committee to evaluate the concerns of parking and snow removal…” Seconded by Mel Steffens. Carried.

| RE: APPLICATION FOR TEMPORARY USE PERMIT
BRENT & JULIE VAIL – 697 RIVER VALLEY DRIVE (A) LETTERS RECEIVD FROM THE FOLLOWING NEIGHBOURS:
Applicant, Julie Vail was present and advised the Committee of the following:
iv) Barbara & Harry Flowers – 4 Maralyn Court.
Mr. and Mrs. Flowers were present and advised the Committee that they are not opposed to the operation of a Christmas Shop confined to the garage but are opposed to the operation of a Garden Centre so close to their property. ii) Edward & Beverly Powell – 679 River Valley Drive
Mrs. Vail noted that she spoke to the Powells and has addressed their concerns. She does not feel that they are opposed to her application. Upon further speaking with Mrs. Vail, the Committee determined that her Application at this time is not for a Garden Centre but a Temporary Use Permit to operate her Christmas Shop from the garage, and that during the course of operating the Christmas Shop, she will determine whether or not to proceed with the Garden Centre. The following motion was then made: “…moved by Ralph Stevens that the Planning Advisory Committee grant a Temporary Use Permit to Brent & Julie Vail, for operation of a Christmas Shop limited to a 14’ x 18’ area of an existing accessory building, between October 15, 2003 and December 31, 2003 to be located at 697 River Valley Drive, PID No. 00219410; pursuant to Section 2.9 of the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 101, authorization for the development described above (Christmas Shop) is hereby granted for the temporary period beginning October 15, 2003 and expiring on December 15, 2003. At the end of the authorized period, you (Brent & Julie Vail) are hereby required to terminate or remove the development hereby authorized….” Seconded by Cllr. Little. Carried.

| RE: APPLICATION FOR VARIANCE – SEAN & MANDY FILLMORE –
28 MERSEREAU ROAD
Jim Burke departed the meeting room while the above mentioned item was addressed. Applicants, Sean and Mandy Fillmore were present and advised the Committee of the following:
The following motion was then made: “…moved by Andy Shaw that the Planning Advisory Committee grant the following variance to the Town on Grand Bay-Westfield Zoning By-law, By-law No. 101, for the development of an addition to an existing single family dwelling, located on PID no 00210880: i) under Section 8.2.2.3(d), grant a variance of 0.5 m to reduce
the minimum front yard setback from 7.5 m to 7.0 m;
Seconded by James Evans. Carried.

| RE: APPLICATION FOR TENTATIVE SUBDIVISION APPROVAL – JUNE
GARLAND – FLORENCE DRIVE, PHASE 3, PANORAMIC ESTATES SUBDIVISION
There was no one present speaking in favor of or against this Application. The following motion was then made: “…moved that the Planning Advisory Committee recommend to Council
the acceptance of $77.82 as Money in Lieu of Land for Public Purposes
for the addition of 5 lots in Phase 3, Panoramic Estates Subdivision, subject
to:
a) final review and recommendation from the Town Engineer on design
changes reflected in Plans and Profile Garfield Street Drawing 4-2, as
prepared by ADI Limited dated August 8, 2003….”
