The regular meeting of the Grand Bay-Westfield Planning Advisory
Committee was held Monday, April 07, 2003 in the Community Centrum, 609
River Valley Drive. Chairman, Larry Chapman conducted the meeting
and called the meeting to order at 7:04 p.m.

DEVELOPMENT OFFICER’S REPORT DATED APRIL 03, 2003 |

RE: APPLICATION FOR CONSTRUCTION OF A MINI HOME AT 46 SHANNON
RD., PID NO. 30209001
A Closed Session discussion was held regarding the application noting
that mini-homes are defined under the by-law and are specifically restricted
to MHR zones.
Present during the Open Session was Ms. Simmonds who advised the
Committee of the following:

she is trying to build a house, her proposal is a “Mini-home” not a
trailer
-
her home will be set on a permanent foundation
-
Maple Leaf Homes is manufacturing the unit at a cost of $72,000.00
The following persons were in attendance speaking in favour of the proposal:
Doug Wallace – 100 Shannon Road
-
he has reviewed other municipalities that permit mini homes in residential
areas
-
this application is for a new home to be set on a permanent foundation
-
the proposed mini-home is about the same size as a small house
-
there should not be a perceived depreciation to surrounding property
owners from a mini-home, when it is being located so close to the sewerage
lagoon
Beatrice Shaw – 72 Shannon Road
-
the proposal is an asset to the community
-
the home is a home not a trailer
-
there is no reason for the by-law
Bill Atkins – 92 Shannon Road
-
suggests changing the by-law for locating mini-homes outside of Mobile
Home Residential areas
-
supports future use of mini-homes for locating aging parents
The following persons were in attendance speaking in opposition of the
proposal:
Ron Fineburg – 75 Shannon Road

he indicated that if the proposal did not need a variance, he would
support the proposed development, however he asked to read a copy of his
letter of opposition into the record
Heather Whiteneck – 75 Shannon Road

she noted her opposition was to the location of a mobile home
Tim McQuade - 52 Shannon Road
-
he noted his opposition to the proposal
Greg Seaman – 83 Shannon Road

he wished to note that he initially opposed a 16’ wide manufactured
home
-
he wonders what implication such a unit would have for future applications
-
wished to note no malice towards the applicant
-
noted his support for quality housing
Cllr. Little addressed those in attendance to note that whereas the
matter of size of the home was an issue, the “mini-home” is specifically
restricted to Mobile Home Residential Zones and that the Committee was
not in a position to change the by-law, but rather an application for re-zoning
could be directed through the Council.
Following the discussion, the applicant, Ms. Simmonds requested that
the application be withdrawn at this point.
